He emphasized that it is necessary to thoroughly implement the important remarks made by General Secretary Xi Jinping on work safety, adhere to the principle of putting people and life first, firmly establish the concept of safe development, work with a sense of responsibility of “never letting go”, continuously carry out the investigation and rectification of hidden dangers, constantly improve the safety level of the city, and safeguard the high-quality development of Nanchang with high-level safety.

He identified risk points and hidden dangers on the spot and urged the local government to take the initiative to assume local responsibilities, work in coordination with the units stationed in the jurisdiction to strictly implement the main responsibilities for production safety and fire safety, strengthen daily patrols and emergency drills, and consolidate the safety defense line. He pointed out that the responsibility for work safety is heavier than Mount Tai. Departments at all levels of the municipal government should have a profound understanding of the current severe situation of work safety, always remain vigilant about safety, resolutely overcome complacency and a sense of luck, follow the unified deployment of the Work Safety Committee under the State Council and the work requirements of the Provincial Work Safety Committee’s mobilization and deployment meeting, focus on key areas and critical links, and carry out in-depth investigations and rectifications of major fire risks and hidden dangers. In light of the characteristics of the jurisdiction or industry, a thorough investigation and rectification of all kinds of potential safety hazards should be carried out. In accordance with the principle of “whoever is in charge is responsible”, targeted safety prevention and control measures should be implemented. Comprehensive inspections should be conducted on fire hydrants, sprinkler facilities, fire and smoke prevention facilities, and emergency lighting facilities, etc. Those that cannot be used normally should be repaired or replaced in a timely manner. The installation of emergency broadcasting, simple sprinkler systems, smoke detectors and electrical fire monitoring devices in some old high-rise residential buildings shall be promoted to make up for the shortcomings of facilities, enhance the level of prevention and control, and strictly prevent all kinds of accidents. We must adhere to the principle of shared responsibility between the Party and the government and the “dual responsibility for one post”, strictly implement the “three musts for three managements”, strengthen risk source control, improve emergency response plans, enhance emergency response capabilities, ensure high-quality development with high-level security, and create a safe and stable social environment for the people.
